The 2013 theme ties in with the International Decade for Action "Water for Life" 2005–2015.
Water serves a multitude of different purposes, and it is vital that we preserve this precious natural resource. Access to water is essential to ensuring the health and well-being of humans and the protection of nature.
The United Nations recently announced that the world had achieved the Millennium Development Goal of halving the proportion of the population without sustainable access to safe drinking water. Eighty-nine percent of the world population, or 6.1 billion people, now has access to an improved drinking water source. But 11% still does not.

The theme is: "Write someone a letter explaining why water is a precious resource".

Young people up to the age of 15 years may take part in the competition.

Rules

Participation

  • Young people up to the age of 15 years may take part in the competition.
  • The UPU International Bureau (IB) cannot accept entries sent directly by schools or private individuals.
  • The organizers designated by member countries must respect the competition's organizational principles, which specify that they are solely responsible for organizing the national stage of the competition and therefore must provide all the parties concerned with their own contact details and not those of the IB.
  • The organizers should select their country's best composition (one composition per country or territory only) and send it to the IB no later than 30 April.

Submission of applications

All entries must be submitted by post, by e-mail or by fax to: +41 31 350 37 11.

All entries must include:

  • the composition (typed) in either Arabic, English, French, Portuguese, Russian or Spanish. If the original is handwritten, the organizer should type up the text on a computer and submit the original with a translation into English, French or Spanish (as preferred) of the original composition if it has been written in a language other than those mentioned above.
  • a cover letter from the organizing body.
  • a duly completed entry form, including the contact details of the candidate and the national competition coordinator; this form is available opposite to download.
  • a good quality digital photograph of the candidate, preferably in JPEG format (at least 300 dpi).

Presentation and content of entries

  • The compositions submitted must be recent, unpublished letters.
  • Compositions must be presented in the form of a letter ("Dear ……..", include the address of both the addressee and the sender, and end with a signature).
  • Entries must strictly respect the set theme.
  • Entries must strictly adhere to the number of words permitted in the original language (between 500 and 800).

Organizational principles

Each member country organizes a letter-writing competition for young people in its territory as suits it best, but preferably with the help of the national education authorities, and selects the best entry. The best entry is chosen in accordance with the general rules of the competition.
Participating member countries must send their best entry to the IB, together with all the required documents, to the IB by no later than 30 April.

Jury's decision and announcement of results

The IB will designate a jury responsible for assessing the letters selected. This jury will choose the best three entries, the authors of which will each receive a medal, and may also select up to five other entries, whose authors will receive a special mention.
The IB will inform the countries concerned of the results by letter.

Prizes

The first three international winners will receive medals (gold for the first, silver for the second and bronze for the third) struck by the IB, as well as a certificate and other prizes offered by the UPU.
Member countries may also award additional prizes to their international prize-winners, at their discretion.
It is recommended that the prize-giving ceremonies be held on 9 October, the anniversary of the foundation of the UPU, to form part of the activities connected with World Post Day.

Results

The IB will communicate the names of the prize-winners by letter as soon as it receives the results from the jury, in principle no later than early September of the competition year.

Winners of the 21st International Children's Painting Competition

UNEP Announces Young Winners of Global Art and Environment Competition

Nairobi, 18 July 2012 - A painting of a penguin combined with scenes of the deep ocean, forests and wind turbines by 13-year-old Diana Fan from the USA has been awarded first place in the 21st International Children's Painting Competition on the Environment, run by the United Nations Environment Programme (UNEP).
The painting beat competition from over 630,000 entries to claim the top prize of US$2,000 and an all-expenses-paid trip to attend the next Tunza International Children's Conference on the Environment.
Second prize was awarded to 14-year-old Ka Mun Leong of Malaysia for her colourful painting of a clock divided in two - half of which shows pollution, fires and smoke-billowing factories, with the rest of clock face depicting a clean river surrounded by trees and animals.
Ka Mun will receive US$1,000 and a trip to the Tunza Conference, along with six regional winners. They are: Carolina Ferreira, Cape Verde (Africa); Atthapon Wirojrat ,Thailand (Asia Pacific); Durnea Iurie, Moldova (Europe); Waldir Tokuda, Brazil (Latin America and the Caribbean), Mitchelle Lai, Canada (North America); Postwalla Dariyash, Bahrain (West Asia).
Joint 3rd, 4th and 5th prize winners will receive certificates.   
Children from across the world were invited to submit artworks on the topic of 'Green Communities'. From lions and humans playing a snooker match on a map of the Earth, to a team of animal doctors and nurses operating on a sick planet, young artists from across the world tackled the theme with imagination and flair.
"Participants in the International Children's Painting Competition continue to inspire the judges with their creativity and enthusiasm for the environment", said UN Under-Secretary-General and UNEP Executive Director Achim Steiner.
"On behalf of UNEP, I congratulate Diana Fan and the other prizewinners on their achievements. Their colourful artwork sends a clear message that we are all part of the global green community, and that by leading more sustainable lives, we can ensure that the rich, diverse environments depicted in these paintings can be supported for generations to come."
The International Children's Painting Competition is UNEP's flagship art and environment event.  Since 1991, it has received more than 3 million entries from children in over 190 countries.
The competition is organized in partnership with the Japan-based Foundation for Global Peace and Environment (FGPE), Bayer and the Nikon Corporation. 
"It's impressive to see the children's level of awareness of environmental issues and how they use their imagination to express this in pictures," said Dr. Michael Preuss, head of Corporate Policy and Media Relations at Bayer.  
"The winning picture expresses the hopes and fears of the younger generation and is an appeal to everyone to actively support the conservation of nature."
Ms. Tomoko Yano, Secretary General of Foundation for Global Peace and Environment (FGPE) said, "We were afraid that the theme of "Green Communities" might be a little difficult for children to understand.  However, we were happy to find that most of them tried to understand this important issue and described it with imagination and great ideas."
"We hope the children's artworks will keep encouraging people around the world to take actions together for present and future generations," added Ms. Yano.
"It has been seven years since Nikon participated in this Painting Competition, and we are very proud to be one of supporting members in the 21st anniversary of the contest", said Takaharu Honda, Executive Officer of the Nikon Corporation.
"The children's paintings are fascinating with their hopes for our planet. To build a society that is kind to the global environment, all of us in the world, including individuals and businesses, need to act with consciousness to preserve our precious earth. Nikon has been engaging in a variety of activities including the Mt. Fuji reforestation program, a water source forest protection project, and the development of environmental education tool for educational institutions," added Mr. Honda.
With the winners of the 21st competition now announced, the search for next year's top paintings has already begun. 
Today UNEP officially launched the 22nd International Children's Painting Competition under the theme: Water: Where Does it Come From? The theme supports the 2013 UN International Year of Water Co-operation.

Painted appeals for more environmental protection

With this year’s motto “Green Communities”, the 21st International Children’s Painting Competition on the Environment again offered girls and boys (aged 6-14) the opportunity to express their creativity through pictures. 13 year-old Diana Fan from the USA is the global winner of the competition, which was entered by 637,674 children from all regions of the world. The United Nations Environment Programme (UNEP) and Bayer organize the painting competition every year as part of their global partnership. Further project partners are the Japan-based Foundation for Global Peace and Environment and Nikon.

Results will be published on September 10, 2012.

Prize: The winning essay will be published on the U.S. Embassy and Lincoln Resource Center websites and social media platforms. The winner and runner up will both receive an iPod Shuffle and a special certificate of achievement from the U.S. Embassy. The Embassy reserves the right to edit the winning essay for clarity and grammar before it is published on Embassy electronic platforms.

Finally: The Embassy’s decisions will be final. No correspondence will be entertained on the decisions.

Juraian hujan meteor Perseid




Masyarakat Malaysia berpeluang untuk menyaksikan juraian hujan meteor Perseid bermula 23 Julai hingga 22 Ogos ini. Dianggarkan sejumlah 60 juraian meteor akan dapat dilihat pada masa kemuncaknya iaitu bermula dari awal pagi 12 hingga 13 Ogos ini. Titik meteor Perseid ini adalah daripada buruj Perseus yang berada di langit Malaysia sejak Julai hingga Mac tahun hadapan. Walau bagaimanapun, hujan meteor ini hanya boleh dilihat di kawasan-kawasan yang kurang mengalami pencemaran cahaya dan bergantung kepada keadaan cuaca langit malam tersebut. Bagi menyaksikan sendiri hujan meteor ini, pandang ke arah timur laut selepas waktu tengah malam. Malaysia Public Policy Competition 2012 (MPPC)

Sukacita dimaklumkan bahawa INTAN bersama The International Council of Malaysian Scholars and Associates (ICMS) akan menganjurkan Malaysia Public Policy Competition 2012 (MPPC) bermula 7-9 September 2012 bertempat di Institut Tadbiran Awam Negara (INTAN).

Tujuan utama pertandingan ini adalah untuk memberi pendedahan kepada peserta terhadap perancangan dan pelaksanaan Dasar-Dasar Negara serta cabaran-cabaran yang dihadapi dalam melaksanakan dasar-dasar tersebut. Peserta pertandingan adalah terdiri daripada pelajar-pelajar Kolej dan Universiti dari dalam dan luar negara seperti UK, Singapura dan Australia.
